Default Should I talk to girls that stare at me

Whenever I exchange looks with some random girl, there is two ways it can go; either she smiles at which point I should say something or give her a little wink, or she just stares at me at which i am compelled to stare back before breaking contact. What happens in that last example is two people looking at each other like they want to tear each other up with their teeth. Its like we're back 10, 000 years ago. Just throw away all the civil stuff. I get a bit angry when girls stare at me without any expression. They just look so cold, and the last thing I want is to deal with some hot but crazy and cold girl. I am only looking for positive relationships. No matter how hot a girl can be, if she has insecurites that are out of my reach, I would rather get away.

Anyway what is this all really mean when a girl stares at you without a smile or any expression?

Talk to as many girls as you can irrelevent of whether they stare at you or not.

just talk to her anyways .. she might not want to show you that she likes you directly by giving too many ioi's..or maybe she was actually just literally staring heh..
