Ahhh, the shy girls. I've had my fair share of those. I've even tried hitting on this one shy girl that I work with.
To describe my number one rule to shy girls, I would like to quote Al Pacino from The Recruit: Nothing is as it seems.
Just because she may look shy does not mean that she is full on shy. She may be shy out of defense. Once you warm up to her and get to know her, the defenses drop down, and she becomes a totally different person. In addition, a shy girl that has warmed up to you won't reject flirting. They will openly accept it, and they will even play along with you, which amounts to a very entertaining conversation.
