How do I start a convo with a girl who gives eye contact and looks down?

So every now and again I will get eye contact from a girl and she will look down and lower her head a bit. Then she may re-engage and do it again.

How can I open her? I need some ideas.

What if she is giving you sexy eyes? You still talk about "normal" things and get to know her?

I find myself in this situation from time to time and the response I generally give is something like:

Hey, my eyes are up here. Wow, that is one sure fire way NOT to get in my pants. How about you try and get to know me first?

It's basically what some girls say when they catch you checking out their tits, so throwing it right back at her usually gets a laugh.
