Man if you are looking at possible sexual harassment charges.... I say to look elsewhere for girls to game. If you decide to proceed anyway, I wish you the best of luck.
If you are dead set on this particular girl, you need to open her for starters. When you open her you need to use something that doesn't seem like you are trying to pick her up (which is what you should do with any girl really).
If you are going to open her you are going to need to give a false time constraint, and a root. Something like...
"Hey I really need to get back to my friends at our table, but real quick I need your professional female opinion on this...." and then a good opener would be something like...
"We are having a discussion about dating co-workers. One guy is currently dating a girl that works with us and thinks that it is totally o.k. since they are both cool with it and don't work in the same area. I think it is a bad idea. What do you think?"
This is good because you have immediately disqualified her and you are screening her to see where she stands on the subject at hand. It really doesn't matter what she says, but if she says that she thinks it is o.k. that is almost definitely an ioi. Also, if she thinks you are "the guy" then it shows preselection which is a dhv anyway, because it shows that other girls are into you.
If she says that she doesn't think it is o.k. she is probably lying. Everyone wants to date people they work with, they are just the same as you, worried about getting in trouble.
While you are delivering your opener, make sure your body language is saying the same thing as your story. Lean on your back foot like you are about to walk away. Then take ONE step away and turn back for a second and deliver a second line. Something like...
Thank you for your opinion "Cafeteria girl." Maybe we can talk about Lunchroom philosophy another time. (It is good to give girls little nicknames because you can refer back to it later)
At this point she may ask your name, or offer you hers. Either one is a second IOI for sure. If she gives you her name, you should say that you like "Cafeteria Girl" better (this would be a pretty good neg). If she asks for your name then tell her, but don't ask for hers. Make her tell you so it starts to look like she is chasing you instead of the other way around.
Then if all of this is going well say "Well we are all sitting over there, you should sit with us tomorrow so that we can chat some more tomorrow." This would be good, because you can't really get hit for sexual harassment for talking to someone, or for asking them to sit with you. Also if she accepts that is another IOI. If she sits with you at lunch the next day you are in for sure.
