Send an ice-breaker text like a pun or a funny picture, this is an innocent text (text that doesn't require any response or validation) and if she responds start with the small talk. Don't forget to dhv yourself a little bit so she feels like talking to you is an oppurtunity rather than a chore. Good DHV's are a good picture of you: I assume you have a facebook and a great profile pic is a must. (If she has a smartphone your contact picture will be your facebook pic). Another good DHV is when she asks what you've been up to tell her you've been staying busy working, going to school, working out, volunteering etc. And of course with all texting make sure to stay inconsistent with time between texts.

I don't understand why you didn't go out with her after you had moments online and then got her number?? Big mistake right there. The fact that you didn't follow up and do anything is a negative, esp if she remembers it.

You also got a new phone, so when you text her, it will be an unknown number...

I would just go with, "hey! I think i saw your twin!"
    she'll respond guaranteed...
then say something funny after she responds.. something about what that twin looked like, etc..
then I would just quickly say what' up... and then go get coffee with her....
The world is your matrix. You control the strings.
